Rainbow Pay is the trading name of RAINBOW PAY LIMITED, a Hong Kong company licensed as a Money Service Operator under the AMLO (Cap. 615) and supervised by the Hong Kong Customs & Excise Department. This page explains what that status covers, what it does not cover, and how to verify it yourself on the official register.

2. Money Service Operator licence
Rainbow Pay Limited holds a licence as a Money Service Operator ("MSO") issued under the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615) ("AMLO"). MSOs are licensed and supervised by the Hong Kong Customs & Excise Department.

Rainbow Pay's MSO status relates to the money service activities falling within the applicable Hong Kong MSO regime.
Availability and legal structure of individual payment products may differ according to jurisdiction, merchant entity, service configuration and relevant payment/acquiring arrangements.
3. How to verify our status
Our licence status can be checked independently on the Hong Kong Customs & Excise Department public register of Money Service Operators (opens in a new tab).
- Open the register using the link above.
- Search for the company name RAINBOW PAY LIMITED (彩虹匯有限公司).
- Check the licence number and status shown on the register entry.
4. What our status does not mean
- Rainbow Pay is not a bank. We do not accept deposits, and funds handled in connection with our services are not bank deposits.
- Our MSO licence is not a card-acquiring licence and does not by itself authorise the provision of every payment product described on this website.
- Card and wallet payment acceptance (including Visa, Mastercard, Apple Pay and Google Pay) is provided through applicable acquiring or processing arrangements with payment partners, and is subject to merchant eligibility, market availability and scheme requirements. Rainbow Pay does not claim direct membership of any card scheme.
- Licensing by the Customs and Excise Department is not an endorsement of any particular product or of the financial standing of any business, and does not mean that a regulator guarantees the services.
5. Compliance obligations
As an MSO, we are subject to obligations under the AMLO, including customer due diligence, record keeping and reporting of suspicious transactions.
